Read it:
In March 2005 Azerbaijan's security service opened a bunker outside Baku and found the kidnapped wife of the country's most powerful banker. The bunker belonged to a police colonel. That rescue opens the story of a petrostate where crime ran through the institutions meant to stop it: a kidnapping gang inside the Interior Ministry, security generals convicted of extortion, a state bank a court found was run by an organized group under its chairman, and $2.9 billion moved through British shell partnerships. The money leads to London, Prague and Milan; the reporters who traced it, to prison. Covers Jahangir Hajiyev and the International Bank of Azerbaijan, Haji Mammadov and the Interior Ministry, Akif Chovdarov and the Ministry of National Security, and Khadija Ismayilova and the OCCRP.
