Brunei is an oil sultanate on Borneo, governed under a state of emergency since 1962. Between 1983 and 1998 its sovereign fund paid out some forty billion dollars in "special transfers," billions of them to accounts of the ruler's youngest brother, a dispute settled in private and never tried as a crime. Brunei's courts, often led by judges from abroad, did convict a minister paid in houses by a contractor, a police superintendent paid in a truck, and two judicial officers who emptied 255 bankrupts' accounts. Around them: smuggling, a visa trade, a lost Contra gift and Harrods. Covers Prince Jefri Bolkiah and the Brunei Investment Agency, Ramzidah and the High Court's Bankruptcy Office, Pengiran Ismail Damit and TED Sendirian Berhad, and Mohamed Al-Fayed and House of Fraser.
