Georgia, 1989 to 2026. A small Caucasus republic whose sons were, by one count, a third of the post-Soviet world's crowned thieves made it a crime in 2005 simply to be one — then found its gravest crimes inside its own ministries. Here are the 1990s militias, the thieves' wars from Moscow to Barcelona, a banker beaten to death by police officers, a former prime minister taken from his cell at night to meet the chief prosecutor, a security chief convicted of taking money to protect scam call centers, and that prosecutor charged, in his absence, with organizing a contract killing. Covers Otar Partskhaladze and the Prosecutor's Office of Georgia, Grigol Liluashvili and the State Security Service, Vano Merabishvili and the Interior Ministry, and Aslan Usoyan and the thieves-in-law.
