In June 2014 a magistrate in Port Moresby signed a warrant to arrest Papua New Guinea's sitting prime minister over the state's payments to a law firm. Nobody executed it. This is the story of how money left a resource-rich country through the state's own instruments — sixty-five checks to one lawyer, undefended claims, forest leases over a tenth of the land, a Swiss bank's loan — and of the investigators, judges and reporters who tried to follow it, from 1987 to the return to the international gray list in 2026. Covers Paul Paraka and Paul Paraka Lawyers, Sam Koim and Investigation Task Force Sweep, Peter O'Neill and the UBS loan, Noah Musingku and U-Vistract, and Djoko Tjandra and his Papua New Guinea passport.
