Turkmenistan sits on some of the largest gas reserves on earth and for decades kept most of its money outside the budget. Its first president held the revenue in funds under his effective control, with an account in Frankfurt; a German carmaker admitted giving a senior Turkmen official an armored Mercedes and his manifesto, translated, in a golden box. Prosecutors, bankers and oil chiefs who served him were purged on television; several died in prison. Under his successor, reporters traced food and fertilizer contracts to companies tied to the president's nephews, who bought sixteen Dubai flats and have not been charged. Covers Saparmurat Niyazov and the Foreign Exchange Reserve Fund, Daimler and its distributor IPC, Gurbanguly and Serdar Berdimuhamedov, Hajymyrat Rejepov and Caran Holdings, and Igor Makarov and Itera.
