Vannevar Bush built no weapon. He built the instrument that made weapons: a contract between the United States government and a university laboratory, signed at a desk in Washington, that left the scientist where he already was and paid for what he already owned. Between 1940 and 1945 that instrument moved radar, the proximity fuze, penicillin production, the amphibious truck and the first atomic bomb out of theory and into the field. Bush signed the contracts, chose the men, and sat in the room where the bomb's use was discussed. He spent the rest of his life arguing about what he had made possible, and about whether a man who organizes a thing is answerable for it. Covers Vannevar Bush, National Defense Research Committee, and Office of Scientific Research and Development.
