Burbank, California, 1933 to 1975. A bricklayer's son from a Michigan iron town talks his way into Lockheed, tells the company its new airliner is unstable, and is proved right. Ten years later he is given a rented circus tent beside a wind tunnel, a handful of engineers, and a hundred and eighty days to build a jet fighter. What he builds instead is an arrangement: a small shop, walled off from the parent company's own procedures, reporting almost nowhere, with the designer standing twenty feet from the man cutting the metal. Out of that arrangement come the U-2 and the Blackbird, and a list of fourteen rules that every organization since has copied and almost none has been able to keep.
